PA SAVIN Covers Lawrence County Custody
Pennsylvania calls its service PA SAVIN, the Pennsylvania Statewide Automated Victim Information and Notification program. It is delivered through VINELink. Official state guidance covers events supplied by participating county jails, state prisons, and state parole. Lawrence County users can search one person and can ask for alerts tied to that record.
Coverage does not merge agencies. A Lawrence County Corrections Center event concerns the county jail. A PADOC event concerns state custody or supervision. “Parole” means physical release before the maximum sentence to serve the balance under supervision. A move or transfer means custody changed location or agency, not that the person returned to the community.
PA SAVIN does not replace the Federal Bureau of Prisons locator or immigration systems. It may also miss a defendant released from New Castle Central Booking before a covered jail admission. In that case, the Central Booking administrative record and UJS docket are the better trail. The system is useful only within the scope of the participating provider.
Search Lawrence County Inmates on VINELink
Start with the exact first and last name. Search one person, then compare the agency and any identifiers shown before opening a result. Similar names are common. Do not choose a match solely from a photograph or a rough age.

The live search interface may change. The manifest capture below shows the official PA one-person VINELink search, not a staged released-person result.
Use the wording displayed during the live check. Pennsylvania’s static instructions do not promise a specific “out of custody” label or a permanent post-release archive.
When no record appears, try verified name variants and confirm the custody layer. A non-result can reflect spelling, data timing, provider coverage, removal after release, or a person who never entered a participating facility. It is not stand-alone proof of release.
Lawrence County has no official online jail roster or recent-release feed to serve as a quick comparison. Call LCCC when the person was expected in county custody. If that office has no admission, check whether New Castle Central Booking handled a short release after arraignment. A Central Booking event may exist only in the city or arresting-agency record and the court docket. VINELink cannot be expected to show an event that never reached a participating custody provider.
Lawrence County VINELink Release Fields
The live record should be read as displayed because provider fields can differ. The official workflow supports name search, agency matching, custody events, and notification registration. It does not authorize relabeling an event or inventing a date that the result does not show.

VINELink is not the same as the PADOC locator. PADOC separates current Inmate searches from Department Supervised Individual searches. A supervised-person detail can contain a past Release Date from state prison. That field is not a projected release date and does not establish full discharge from state supervision.

Unanswered phone notifications may leave a message and repeat for 24 to 48 hours or until acknowledged. The PIN stops repeat calls after the recipient hears the notice. It also helps ensure that the alert reaches the registered contact.

The state instructions support registration, but they also warn against relying on SAVIN alone for personal safety or final custody confirmation.
Choose contact methods that can be monitored. A missed automated call can repeat, while an acknowledged call stops after the correct PIN and pound key are entered. If a phone number or email address changes, update the registration rather than assuming the old contact will forward an alert. The notification is tied to the selected provider record, so verify that the agency and person remain the intended match.
Confirm Lawrence County Release Alerts
Never rely on one alert to prove that a person is free of all custody. Call Lawrence County Corrections Center at 724-654-5384 for present local custody routing. Ask for the public information available about release versus transfer. If written proof matters, request the commitment-and-discharge entry, exact departure time, disposition, release authority, and receiving agency.
Use the PADOC inmate locator when state custody is plausible. Search the Inmate tab while the person is confined by the state. Search Department Supervised Individual after physical release onto state parole. A local jail-only person does not belong in PADOC, and someone fully discharged from state supervision may no longer appear.
Read the UJS docket for the legal cause. Bail, dismissal, a sentence, or a later revocation can explain the case status. Still, the docket timestamp is not the door-exit time. Pair the signed order with the responsible custody agency’s event record.
For an older event, a live search may be the wrong tool. Lawrence County’s commitment and discharge books are assigned permanent retention under Pennsylvania’s county records schedule. A narrow written request can therefore supply historical release evidence even when VINELink no longer displays the person. Ask for the existing entry, not a new narrative or opinion.

The local office should not be described as the operator of VINELink. It is also not the custodian of every jail release record. Its role is local victim-services contact, while the statewide system handles automated event registration and the jail, PADOC, or court controls its own records.

Note: A local advocate can help with service access, but only the responsible custody agency can authenticate its release or transfer record.
Federal Releases Need Other Systems
PA SAVIN is not a national federal locator. For a person who served a federal sentence, use the official BOP Inmate Locator. A past BOP release date establishes departure from BOP custody as described by that agency. It does not rule out state or county custody, immigration detention, or federal supervision.
ICE uses its own Online Detainee Locator for current detainees and certain recent releases within its stated scope. DHS-VINE provides eligible ICE custody-change alerts for victims, witnesses, and representatives. Those tools are distinct from Pennsylvania VINELink and should not be combined into one status.
USMS manages federal pretrial prisoners and may use contracted local space, but it has no general public person-by-person historical release locator. Federal court records, BOP records, and a proper federal records request may be needed. The fact that Lawrence County has no BOP institution does not prevent a resident’s federal case from appearing in the nationwide BOP system.
Read Lawrence County Custody Events
Custody terms have narrow meanings. Release ends physical custody for the reporting agency at that event. Transfer changes the custodian. Parole ends prison confinement while supervision continues.
