Lawrence County Release Records
A Lawrence County release is an agency-specific event. It may mean that a person left the Lawrence County Corrections Center for the community after bail, time served, sentence expiration, or a court order. It can also mean transfer to another county jail, a Pennsylvania state correctional institution, treatment, federal custody, or ICE. Those outcomes do not carry the same meaning. The local jail's commitment and discharge entry is the best record of how its own custody ended, while a court docket explains the legal authority behind the event.
A released person will often vanish from a live custody view. Lawrence County makes the task harder because its official Corrections and Sheriff pages publish neither a jail roster nor a release feed. Absence from a web search therefore proves very little. The sound method identifies the last known facility, checks the system for that custody layer, and seeks a dated discharge or transfer record. A later arrest or supervision violation can also change a person's status after an earlier release.

Lawrence County Release Types
Labels in a Lawrence County release record must be read in context. Bail resolves custody in the listed case but does not cancel another hold. A dismissal ends a charge, yet another case may remain. Probation describes a supervision order, not the exact time someone passed through the jail door. Transfer language is the clearest warning that the person did not return to the community.

Does bail prove a person left the jail? No. Bail may authorize release in one case, but another warrant, detainer, or processing step may keep the person confined. Pair the court entry with the jail's actual departure time.
Inside a Lawrence County Release Record
A focused Lawrence County request should identify the person and seek the event fields needed to distinguish discharge from transfer. Pennsylvania's County Records Manual says PN-3 commitment and discharge record books are retained permanently. It describes the books as usually containing the prisoner's identity, committing authority, offense context, and commitment or discharge date. That statewide description does not guarantee that every field will be produced without review, and protected details may be withheld or redacted.

A release record and a docket serve different roles. The jail entry proves the physical event within jail records. The docket may show bail, dismissal, sentencing, commitment, or later revocation. Keep both timestamps when an order came before the actual exit.
Request Lawrence County Release Records
Lawrence County accepts written Right-to-Know requests in person, by mail, email, or fax through its Open Records office. Verbal, telephone, and anonymous requests are not accepted as formal RTKL requests. Name the person, give a useful booking number or approximate admission date when known, and ask for existing records rather than answers to questions. Electronic delivery is often the clearest format to request.
- Identify whether Lawrence County Corrections, New Castle Central Booking, the arresting police agency, or another custodian created the record.
- Describe the commitment and discharge entry, public booking or release event, exact departure time, disposition, authority, receiving agency, and photo sought.
- Provide the requester's name and response address, then submit the written request by an accepted route.
- Track the five-business-day response period. A timely extension notice may add up to 30 days unless the requester agrees otherwise.
- If denied, read the stated reason and appeal route. Some local criminal-investigative appeals go to the district attorney's appeals officer.

The statewide fee schedule allows no extra duplication charge for ordinary electronic delivery. It lists general limits of $0.25 per black-and-white page for the first 1,000 pages, $0.50 per color page, and $5 for certification. Lawrence County publishes no special release-record fee. Confirm current charges before ordering copies.
Lawrence County Release Law and Retention
Pennsylvania's Right-to-Know Law, 65 P.S. §§ 67.101 through 67.3104, treats photographs as records and presumes local agency records public unless an exemption, privilege, another law, or a protected court order applies. Criminal-investigation material, personal identifiers, security needs, juvenile rules, and other limits can affect a response. The RTKL governs access, not how long a record must be kept.
Expungement under 18 Pa.C.S. § 9122 and limited access under § 9122.1 can make public searches incomplete. They are not the same process. Expungement may remove qualifying records through a court order and distribution to multiple agencies. Limited access restricts dissemination without necessarily destroying the underlying record. A blank public result is therefore inconclusive.
Lawrence County Releases Before Jail Admission
New Castle's Central Booking agreement creates a release path that may never touch the Lawrence County Corrections Center. Participating police can bring a defendant to Central Booking for fingerprints, a digital photograph, checks, and possible video arraignment. If the person becomes eligible for release, Central Booking processes it there. If not, the charging agency transports the person to LCCC or another suitable facility.
This brief path can leave a Central Booking administrative entry, a photograph, an arresting-agency record, and a Magisterial District Judge docket without any LCCC admission. Ask the City of New Castle or the arresting agency for the booking and release entry when the jail confirms that the person never arrived. The UJS case helps identify the event, but its timestamp does not replace the physical release record.
Note: A person released at Central Booking is not a released county-jail inmate when no LCCC admission occurred.
Lawrence County Release or Transfer
The April 7, 2025 Prison Board minutes offer a precise warning about Lawrence County release assumptions. The warden reported 133 people housed at LCCC, including 18 people from other counties, while 10 Lawrence County inmates were housed in other facilities. Those figures are one dated snapshot, not annual release data. They do show real movement across county lines.
If LCCC says someone is not present, ask whether a public record identifies a discharge or transfer and the receiving agency. Then check that facility or the relevant state system. Cross-county placement means a person can disappear from Lawrence custody while remaining confined elsewhere. A timestamped discharge entry with a destination is far stronger than a bare name search.
Lawrence County Release and Court Dockets
Lawrence County is Pennsylvania's 53rd Judicial District. The UJS Case Information portal can preserve a criminal docket after a brief jail or Central Booking stay ends. Search by participant name, choose Lawrence County and the correct court, then read bail, commitment, disposition, sentence, and later revocation entries in time order. Use fewer filters if an exact search fails.
The docket explains why release may have been authorized. It does not log the moment someone walked out. A bail order could also coexist with a hold in another case. Request the signed order from the Lawrence County Clerk of Courts when its terms matter, and pair it with the responsible facility's departure record.
Note: Sealed, expunged, limited-access, juvenile, destroyed, or otherwise nonpublic court material will not appear in the public portal.
Lawrence County Release Facility Operations
Official records support continuing operation of the Lawrence County Corrections Center. PADOC's 2026 inspection schedule lists the county jail at 282 beds. Local 2025 public minutes record replacement of two boiler systems and an elevator repair and renovation bid. Those maintenance items do not indicate closure or a move to a new jail.
The official Corrections page is the proper source for current facility contact information. It does not contain a public roster or released-inmate list. The captured official page below shows the local source readers should recognize, including facility details that separate this Pennsylvania jail from namesake counties.
The page confirms the operating institution and contact route, while a direct call and written discharge request remain necessary for a named Lawrence County release.
Lawrence County Release Fees and Property
LCCC states that it assesses a $25 booking fee on arrival and deducts jail debts from inmate-account deposits. New Castle's Central Booking law separately allows a court-assessed booking fee. These are different charges. Neither is the Lawrence County fee for a Right-to-Know request, and neither source explains how a remaining account balance or personal property is settled at release.
Ask LCCC about its current account-closing and property-return procedure for the named person. The official material gives no release door, pickup area, release hours, weekend rule, or transport promise. Family members should confirm the actual exit point and timing before arranging a pickup. If public transit is needed, New Castle Transit is the official schedule source, but no official jail source assigns a transit stop to releases.
Lawrence County Release Records Survive Searches
Two durable records explain why an obvious Lawrence County web search may return nothing. First, Central Booking takes a digital photograph even when an eligible defendant is released before LCCC admission. Second, Pennsylvania does not publish a person-by-person parole hearing calendar or a searchable database of final Parole Board decisions. A missing jail result or hearing result is therefore not proof that no record exists.
The Central Booking entry must be requested from the City, arresting agency, or redirected custodian. The authoritative state parole outcome is the Board Action or Notice of Board Decision delivered in the case. After that delivery, a final decision may be requested through the Parole Board RTKL process, subject to lawful exemptions. Do not substitute a Board of Pardons clemency calendar or a Sunshine meeting notice for a person's parole record.
Find Lawrence County Released Inmates
Start with the custody layer, not a broad name search. A person may have left New Castle Central Booking, LCCC, a Pennsylvania state prison, BOP custody, or ICE custody. Each agency records only its own part of the chain. Lawrence County has no official recent-release feed, so a careful search must combine live status tools with a durable event record.
- Use the arresting agency and UJS docket to decide whether the person reached Central Booking, LCCC, or another system.
- Call LCCC at 724-654-5384 for current-custody routing. Treat “not here” as a prompt to ask about release versus transfer.
- Search PA SAVIN through VINELink for a named-person custody event, then read the participating agency and event type.
- Use PADOC only if state jurisdiction is plausible. Search the Inmate tab for custody and Department Supervised Individual for physical release on state parole.
- Review UJS bail, commitment, disposition, and sentence entries. Use BOP or ICE tools only when the case points to federal or immigration custody.
- Request the timestamped commitment and discharge entry when a durable Lawrence County release record is needed.

Lawrence County Released Inmate DOC Search
The Pennsylvania Department of Corrections locator covers state-sentenced inmates and people currently under DOC supervision. It does not cover a person held only in LCCC. Choose the Inmate search when transfer to state prison is possible. Choose Department Supervised Individual after physical release on state parole. A supervised detail can show a past Release Date, district or permanent location, and an absconder marker. That release date is not a projected date or proof that the sentence has ended.

A fully discharged person may disappear from both current-scope tabs. In that case, use the sentencing docket, PADOC release or discharge record, Board action, and a certified agency response.
Lawrence County Release Alerts and Federal Records
PA SAVIN is Pennsylvania's free notification system delivered through VINELink. It covers participating county-jail, state-prison, and state-parole events. Search by exact first and last name, compare the agency and identifiers, and read whether the event is release, movement, or transfer. A transfer notice does not mean return to the community. The state also warns users not to rely on SAVIN alone.
Federal cases require federal tools. The BOP Inmate Locator generally covers federal releases after 1982 and can show a release date and location. That date proves departure from BOP custody within its scope, not freedom from all state, county, immigration, or supervision authority. USMS has no general public historical release locator. Use the federal docket and agency records for its pretrial custody chain.
ICE ODLS searches current detainees and, according to ICE's attorney resource, people released from ICE custody within the prior 60 days. A Lawrence jail record that says release to ICE describes continued federal custody. No official source establishes LCCC as an ICE detention facility or contractor. DHS-VINE is limited to eligible victims, witnesses, and representatives and does not replace PA SAVIN.
Note: Name-only failure in PA SAVIN, PADOC, BOP, or ICE is inconclusive because each system has its own scope and retention.

Why is a released inmate missing? Live tools focus on present jurisdiction. Old Lawrence County releases may remain in a permanent discharge book or docket even after a current locator stops returning the name.
