New Castle Booking Releases
New Castle Central Booking Center is a municipal booking and short secure-detention point. It is not another name for Lawrence County Corrections Center. The New Castle Central Booking agreement directs staff to fingerprint and digitally photograph defendants, run booking checks, and arrange video arraignment when appropriate. If the defendant becomes eligible to leave, Central Booking can process the release. If not, the charging police agency must take the person to the county jail or another suitable facility.
That branch matters. A person who leaves Central Booking for the community may never have a Lawrence County jail admission. A person transported to Lawrence County Corrections Center remains confined, even though the municipal booking episode ended. The Central Booking administrative entry should identify the processing event, while the Magisterial District Judge docket can show the bail or order that authorized release. Neither a missing jail search result nor the booking photograph, standing alone, proves where the person went.

Confirm a Central Booking Release
Use a sequence that first establishes whether the person ever reached the county jail. Lawrence County publishes no online jail roster or release feed, and PA SAVIN may not cover a pre-jail episode. The Pennsylvania UJS case portal is often the fastest public starting point because it can preserve arraignment, bail, commitment, and case events after the short stay has ended.
- Search UJS participant records by exact first and last name. Select Lawrence County and the relevant Magisterial District Judge or criminal court, then relax filters if the first search fails.
- Read the events in time order. A bail or release order may explain the legal authority, but its filing time may differ from the actual door-exit time.
- Call Lawrence County Corrections Center at 724-654-5384 to determine whether the person was admitted there. A person never admitted may have left from Central Booking.
- Request the Central Booking administrative and release entry from the City of New Castle or the arresting agency. Ask for the booking time, release or transfer time, authority, and destination.
- Reconcile names, dates, case number, and arresting agency. Keep the court order and physical-release record together if written proof is needed.
A court entry can authorize release, but the Central Booking record supplies the physical processing time and distinguishes release from transport.

Central Booking Release Records
The governing agreement places the operation at the New Castle Police Department or another location selected by the city. The research did not establish a separate public Central Booking street address, public release line, or office hours. Do not substitute the county jail's address or phone. Direct a focused inquiry to the City of New Castle or the arresting police department and identify the booking date, arresting agency, and court case when known.

The agreement says the City maintains complete administrative records, but some criminal-justice records may remain with the arresting agency. A referral between custodians is not proof that no record exists. Ask the first office to identify the likely holder. For a county-held record, the Lawrence County Right-to-Know process accepts written requests by mail, email, fax, or in person. Telephone and anonymous requests are not accepted as formal county RTKL requests.
Request existing records, not an explanation that staff would have to create. A narrow description should seek admission or processing time, departure time, release authority, release disposition, receiving agency if transferred, booking number, and the digital image. Electronic copies can reduce duplication cost. Pennsylvania agencies ordinarily respond to a valid RTKL request within five business days by granting, denying, partially granting, or invoking a lawful extension.

How Central Booking Differs
The center exists under an intergovernmental arrangement for participating police jurisdictions. Its municipal authorization supports the shared structure. Its role is concentrated at the front of a criminal case: fingerprints, a digital photograph, criminal-history checks, administrative processing, and possible video arraignment. That is different from a county jail, which holds people after commitment and maintains a longer custody record. Central Booking's legal authorization renewed after its initial term unless a participant withdrew under the agreement, but current operating details should still be confirmed with the City.
A fast release can create a durable record trail without a jail roster entry. The booking image proves that a photograph was taken at processing. It does not prove guilt, disposition, or release. The UJS docket may explain recognizance, bail, or another court action. It does not record the exact moment the person walked out. Pairing the administrative release entry with the docket avoids forcing either source to answer a question it was not designed to answer.

New Castle Booking Photographs
The New Castle agreement expressly calls for digital photographs during Central Booking. This is locally distinctive because the image can exist even when the person was released before entering Lawrence County Corrections Center. Lawrence County's official pages offer no online inmate-photo gallery, 24-hour list, or 72-hour release view, so a photo should be requested from the office that holds the identified booking record.
Describe the image precisely. Ask for the Central Booking digital photograph tied to the named booking event and date. If the City says the arresting agency holds the relevant record, follow that direction and retain the response. Pennsylvania open-records guidance treats access to photographs as fact-specific. Investigative material, protected identifiers, a sealing order, or another legal restriction may affect production. The mere existence of a photograph does not establish that it must be released without review.
Identity also needs care. Similar names, aliases, and dates can produce a false match. Use the MDJ case number, arresting department, birth information lawfully available, and booking date to distinguish records. A photograph supports identity at a stage in the process, while the release or transfer entry establishes the outcome.
No County Jail Admission
A caller may hear that Lawrence County Corrections Center has no record of the person. For a short New Castle case, that answer can be accurate without meaning the arrest never happened. Central Booking may have processed and released the defendant before transport. Start again with the UJS participant search, then direct the record request to the City or arresting agency.
The reverse is just as important. If the county jail confirms admission, use its commitment and discharge record for the later status. A local departure can be community release, transfer to another county, commitment to a Pennsylvania state prison, or movement to another authority. Read Booking Release Records
Record language should be tied to an agency and time. “Released” from New Castle Central Booking may mean the person left under bail or another court order. “Transported” means the booking center's control ended because the charging agency moved the person elsewhere. “Not at the county jail” says nothing about whether another agency holds the person. Precise wording avoids turning a processing event into a broader claim about present freedom.
Later events can also change the picture. Another warrant, a separate case, or a new arrest may follow an earlier release. State only what the record supports, such as release from Central Booking on the recorded date. When sources conflict, prefer the booking center's record for its own departure time, the signed court order for legal authority, and the receiving agency's record for any continued custody.
